| Ocean National Quality Infrastructure (ONQI) is an important support for accelerating the construction of a maritime power, and is the basis for high-quality development of the ocean industry. ONQI in China has made remarkable progress in recent years, but there are many problems in the development of key metrology equipment and the establishment, certification and accreditation, inspection and testing of marine standards. The state-of-the-art and problems of ONQI in China were summarized based on the analysis of the national needs of promoting the high-quality development of marine economy, promoting the innovation of marine science and technology, improving the international competitiveness of the ocean and participating in global ocean governance. This paper puts forward the strategic objectives and paths, as well as policies and measures such as top-level design, innovation system, capital and talent security and international exchanges and cooperation, which can provide reference for the development of ONQI monitoring system in China. |
