      为提升海域综合管控能力与水平,广东省建立了岸基雷达综合监控系统,可对25海里范围内的海面目标进行24小时实时动态跟踪。在对该系统进行实际应用过程中,发现其存在:(1)缺少数据的预处理--数据清洗;(2)缺少目标行为的智能挖掘与分析;(3)业务化实时监控系统与非实时应用或服务没有隔离等问题。为此提出广东省岸基雷达网辅助海上执法智能平台的构建,以拓展雷达网的辅助海上执法和信息服务能力。围绕该智能平台构建所涉及的关键技术展开了讨论,主要包括:(1)全省近海5万海上目标数据2秒实时更新的动态数据库技术;(2)针对不同应用目的雷达网数据清洗技术;(3)针对不同应用需求的海上目标数据智能挖掘与分析模型。

      In order to improve the capabilities in managing and controlling comprehensively its sea areas, Guangdong Province has established an integrated shore-based radar monitoring system (ISBRMS) that can track marine targets within 25 nautical miles in real-time. However some problems were found in the practical application of the system, which include the following items: (1) lack of data cleaning, i.e., the data pre-processing; (2) lack of intelligent mining and analysis of target"s behaviors; (3) lack of segregation between the services related to operational real-time monitoring and services of non-real-time applications. To solve these problems, an intelligence platform based on ISBRMS is proposed to assist its maritime law enforcement and information services. The key technologies involved in the construction of the intelligence platform were discussed, including: (1) the dynamic database technology for real-time updating of 50,000 offshore targets data within 2 seconds; (2) the radar network data cleaning methods for different application purposes; (3) the intelligent mining and analysis models of maritime targets data based on different application requirements.
